The Extraordinary General Meeting of Shareholders (EGMS) of PT Telkom Indonesia (Persero) Tbk has officially appointed Nanang Hendarno as the company’s new President Director. This leadership transition marks a significant pivot for Indonesia’s largest telecommunications provider as it navigates an increasingly complex digital landscape. Nanang Hendarno, who previously served as the company’s Director of Network, succeeds Dian Siswarini, who had occupied the top executive role since the Annual General Meeting of Shareholders (AGMS) held on May 27, 2025. The appointment is viewed by market analysts as a strategic move to reinforce the company’s infrastructure-led growth strategy, given Nanang’s extensive technical background and deep institutional knowledge of Telkom’s operational ecosystem.
A Proven Track Record in Telecommunications Infrastructure
Nanang Hendarno’s ascent to the helm of Telkom Indonesia is supported by a robust academic foundation and a distinguished career trajectory within the telecommunications sector. He earned his Master’s degree in Space System Engineering from the prestigious Delft University of Technology in the Netherlands in 1997. This international technical expertise was preceded by his undergraduate studies at the Institut Teknologi Sepuluh Nopember (ITS) in Surabaya, where he obtained a Bachelor’s degree in Electrical Engineering in 1991.
His career within the Telkom group and the broader industry reflects a consistent focus on network architecture, infrastructure development, and international business expansion. Before his recent appointment as Director of Network at Telkom Indonesia—a position that placed him at the heart of the company’s digital transformation efforts—Nanang held several key leadership roles. From 2022 to 2025, he served as the Chief Executive Officer of PT Infrastruktur Telekomunikasi Indonesia, where he oversaw the expansion of fiber-optic networks and data center capabilities. Prior to that, he served as the Chief of Technology for PT Telekomunikasi Indonesia International (Telin) from 2016 to 2022, a role that required him to manage complex cross-border telecommunications infrastructure and international gateway connectivity. His earlier experience also includes a stint as the Executive General Manager (EGM) of the Service Operation Division at Telkom Indonesia between 2015 and 2016.
Chronology of the Leadership Transition
The shift in leadership follows a period of rigorous corporate strategy implementation under the tenure of his predecessor, Dian Siswarini. The timeline of this transition highlights the urgency with which the company is addressing current market challenges.
- May 27, 2025: During the Annual General Meeting of Shareholders (AGMS), Dian Siswarini was confirmed as the President Director, tasked with stabilizing operations and accelerating the "Fixed Mobile Convergence" (FMC) strategy.
- Late 2025 to Mid-2026: Throughout this period, Telkom faced mounting pressure from global inflationary trends, rising energy costs, and the need to aggressively monetize its massive digital infrastructure investment.
- August 2026: The Board of Commissioners and major shareholders initiated discussions regarding the long-term vision for the company, culminating in the decision to convene an Extraordinary General Meeting of Shareholders (EGMS).
- Current Date: The EGMS formally ratifies the appointment of Nanang Hendarno, effective immediately, signaling a new chapter for the state-owned enterprise (SOE).
The Strategic Context of the Appointment
The telecommunications sector in Indonesia is currently undergoing a massive structural shift. Telkom Indonesia, as a market leader, is at the forefront of this change, transitioning from a traditional connectivity provider to a comprehensive digital infrastructure company. The decision to appoint an executive with a strong background in Network and Space Systems Engineering suggests that the board intends to prioritize technical resilience and the modernization of its underlying infrastructure.
Industry analysts observe that the selection of an internal candidate like Nanang Hendarno is designed to ensure continuity. By promoting someone who has managed the network division, the board is signaling that it intends to double down on the rollout of 5G technology, the integration of edge computing, and the expansion of the data center business—all of which require deep technical oversight.
Market Implications and Investor Sentiment
The telecommunications industry is capital-intensive, and investor sentiment is largely tied to the company’s ability to maintain high average revenue per user (ARPU) while managing substantial debt loads related to infrastructure deployment. Following the announcement, market participants are looking for signals regarding the company’s capital expenditure (CAPEX) discipline for the coming fiscal year.
Historically, Telkom has maintained a strong dividend payout ratio, but the need to invest in next-generation connectivity has placed significant pressure on cash flow. Nanang Hendarno’s experience at the helm of Telkom’s international and infrastructure subsidiaries indicates that he is well-versed in balancing growth with fiscal prudence. His tenure at Telin, in particular, suggests a focus on optimizing international data traffic—a high-margin segment that is crucial for Telkom’s revenue diversification.
Challenges Facing the New Leadership
Nanang Hendarno assumes his position during a critical juncture. Several factors will define the success of his leadership:
- Fixed Mobile Convergence (FMC) Execution: The company has been aggressively pushing for a seamless integration of its mobile and fixed-line operations to improve customer retention and reduce operational redundancies. The effective implementation of this strategy remains the primary operational goal.
- Infrastructure Monetization: With the massive investment in undersea cables, data centers, and tower assets, the challenge lies in converting these assets into consistent revenue streams, especially in the B2B sector, where digital transformation for enterprises is a growing market.
- Regulatory Environment: As an SOE, Telkom operates under the close scrutiny of the Ministry of State-Owned Enterprises (BUMN). The new leadership must navigate potential regulatory shifts regarding spectrum allocation and fair competition practices in an increasingly crowded market.
- Technological Obsolescence: With the rapid evolution of satellite internet and low-earth orbit (LEO) constellations, Telkom must determine how to protect its market share in remote areas while maintaining its dominance in urban centers.
Broader Impact on the Indonesian Digital Economy
As the largest player in the Indonesian telecommunications market, any change in leadership at Telkom has ripple effects across the entire digital economy. Telkom’s infrastructure serves as the backbone for the nation’s startups, e-commerce giants, and digital payment platforms. A stable and technically savvy leadership is essential for the continued growth of the Indonesian digital ecosystem, which is expected to reach significant valuation milestones by the end of the decade.
The government, represented by the Ministry of BUMN, has consistently emphasized the need for Telkom to act as a "digital powerhouse" that supports national interests. By appointing a leader with an engineering background rather than a strictly financial or administrative one, the government may be signaling a shift toward a more proactive, technology-driven approach to maintaining the country’s competitive edge in the global telecommunications landscape.
Future Outlook and Corporate Governance
Looking ahead, stakeholders expect the new administration to hold an upcoming briefing to clarify the medium-term corporate strategy. While the core mission remains the same—to provide reliable, nationwide connectivity—the methodology under Nanang Hendarno is expected to be more focused on technical efficiency and operational synergy.
Corporate governance experts note that the transparency of this transition, conducted through an EGMS, reflects the company’s commitment to maintaining investor confidence. The orderly succession process, combined with the selection of a career executive with extensive experience in the company’s internal workings, is likely to mitigate market volatility. As Nanang Hendarno steps into his new role, the focus of the investment community will shift toward his first quarterly performance review and his proposed capital allocation strategy for the remainder of the 2026 fiscal cycle.
In conclusion, the appointment of Nanang Hendarno as President Director of PT Telkom Indonesia is a strategic realignment that prioritizes technical expertise and operational continuity. By leveraging his background in network engineering and international telecommunications, the company aims to navigate the complexities of the digital era while maintaining its position as the cornerstone of Indonesia’s telecommunications infrastructure. As the industry continues to evolve, all eyes will be on how this new leadership shapes the future of connectivity in the world’s fourth most populous nation.
